Off/on shoulder top

Just curious, what would you use to design what I would call a gypsy top?  ie On or off shoulder with deep flounce around neck.  From memory I had one which I "think" was raglan sleeve.  There was elastic all around the neckline which had a deep flounce all the way around.  Mine had elbow length sleeves with elastic about an inch from the hem making a ruffle.  I know I made it but cannot for the life of me remember how!  I'm pretty sure I would have winged it as I did many things back then. The nearest shape I can find is the sari off shoulder in the ethnic collection.

Our peasant blouse would be the closest to your description.  It does not have a flounce at the neck but you could easily add one.  It is just a rectangle.

Ah, didn't think to look at this one.  I take it the neckline is gathered onto a band? So instead I could attach a flounce & sew a channel for elastic?  One thought I had was to use a flounce instead of a sleeve as well

Yes, you can create a channel for elastic and attach a flounce.  The flounce would work for a sleeve too.
