Can I take a Cute PDF file and convert it back to a PMB file?

No.  PDF is a print option.  It can be read by most systems and can be reprinted in paper from.

Unfortunately, Cute PDF is incompatible with either Windows 11 ARM or Parallel desktop- as when I tried to download the latest version I get the message that it cannot run with this version of windows.  I am running PMB on a new MacAir M1 chip and Parallel Desktop and have to run an insider beta ARM version of windows because of the M1chip (older Macs ran on an intel chip).  Lisa miraculously got PMB to work on my computer with this setup.  Quirky but workable.

I am spoiled as my printer has custom page sizing which allows me to print fanfold.  However, even if I set up custom size paper in Printer properties either Parallels of Wind11 ARM won't recognize it.  So I tried to install Cute PDF - no luck.

Is there any way I can save the pattern from the windows side then take it over to the Mac side to print as custom size paper is still an option when printing on the Mac.

I don't have any high tech advice, but what about emailing it to yourself if you can access your email from both OS? Or using Google Drive or another cloud based drive?

No, there is not a way to print from the Mac side since PMB cannot run on the Mac side.  If Cute PDF won't install, look for another PDF writer that is compatible.  There are a lot of them out there.  If you have Microsoft Word on your Windows side, it likely has a PDF writer.  So do Adobe programs. Any PDF writer that you have installed on the Windows side will be available as a printer driver in PMB.

I am using the software PDF Studio put out by Qoppa, it is very similar to Adobe but you purchase it once and how many licenses you want.  It is not charging like Adobe by the month or the year.  Once and done, they provide the license and if any problems you can email they and they respond pretty quick.
